To support the state CO2 Budget
Trading Programs, the RGGI participating states are
implementing a regional auction platform to sell CO2 allowances.
Each CO2 Allowance Auction
will be conducted in accordance with the statutory
and/or regulatory authority of each state offering
CO2 allowances for sale
in a respective auction. Each state offering CO2 allowances
for sale in a CO2 Allowance
Auction will retain the authority to make its own regulatory
determinations in conducting the auction.

A subset of the ten RGGI participating states will

CO2 Allowance Auction 1.
The states offering CO2 allowances
for sale in Auction 1 are: Connecticut, Maine, Maryland,
Massachusetts, Rhode Island, and Vermont.

The auction process for
CO2 Allowance Auction 1
begins with the release of the Auction Notice and application
materials at 8:00 AM EDT on Thursday, July 24, 2008.
To learn more about how to participate in CO2 Allowance
Auction 1, you can log onto a webinar on Thursday,
July 24, 2008, from 2:00 - 4:00 PM EDT. Important details
about how to participate in the auction will be covered.
No questions will be taken during the webinar; however,
an online question window, accessible through the Auction
Website, is open through July 30, 2008. The webinar
presentation is also provided below.
