CO2 Allowance Tracking System (RGGI-COATS)

The RGGI CO2 Allowance Tracking System (Tracking System) is the platform used for management of CO2 allowance accounts, CO2 emissions reporting, and tracking of offset projects for the state CO2 Budget Trading Programs.

Access RGGI CO2 Allowance Tracking System

Version 1.1 of the Tracking System includes functionality providing for establishment and management of general accounts to support participation in the first CO2 Allowance Auction. Version 1.2, which will be functional prior to the administration of the first CO2 Allowance Auction, will provide functionality for allocation to general accounts of CO2 allowances awarded through CO2 Allowance Auctions, and the ability to transfer CO2 allowances among general accounts.

Version 2.0 will include full Tracking System functionality, including the following: CO2 allowance awards and allocations by participating states, tracking of CO2 allowances, transfer of CO2 allowances among parties, tracking of reported CO2 emissions from affected sources and emissions source management, and tracking of offset project status and CO2 offset allowance awards by participating states.

The Regional Greenhouse Gas Initiative (RGGI) is a cooperative effort by participating states to reduce emissions of carbon dioxide (CO2), a greenhouse gas that causes global warming. RGGI, Inc. is a non-profit corporation created to provide technical and administrative services to the CO2 budget trading programs of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont.
