Currently, ten states are participating in the Regional Greenhouse Gas Initiative and have signed the RGGI Memorandum of Understanding: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont. In addition, the District of Columbia, Pennsylvania, Ontario, Quebec, the Eastern Canadian Provinces, and New Brunswick are observers to the process.
